Two Kinds of PDF Locks

Open Password (User Password)

Permissions Password (Owner Password)

This is different. It does not prevent opening the file — you can read it just fine. What it restricts is modification, printing, copying, or annotating. These restrictions are respected by well-behaved PDF readers but are not enforced by the PDF's own encryption (usually). Removing permissions restrictions from a file you can already open is straightforward and perfectly legal for files you own.
